Was the Vice President Misinformed?

In spite, all of these rich resources of information at hand, the Vice President Joe Biden had to personally apologise for his “informed” public utterance (refer AV editorial 11th October ”Narendra Modi at the White House”), not once but twice to the Heads of two countries in two days. Was he misinformed or the USA is troubled by a malady called “Greed and Money Bag syndrome”? If the latter is true then USA is not the Super Power and the Champion of Freedom as we all call them but a greedy third rate banana republic whose leaders (and citizens) are neither allowed to speak truth nor free to express their candid opinion.
